Start the meet from the chat room it belongs to: then everyone who should be there already knows where to find it. A room name typed above works too; the link is all anyone needs.
Anyone with the link can join. Only national leadership can open a meet: they do it from the volunteer administration, which hands them a key that is good for ten minutes.
Type a room name below and you will be asked for that key. Until someone opens the meet, you wait: nobody is turned away.
Meets are not recorded and leave no searchable trace. Decisions that matter belong back in the chat afterwards, in writing, in the room they concern.
The link still travels. Nothing legally sensitive or unannounced over something anyone can forward.
Everything else happens in the chat: rooms per country and region, announcements, trainings, material.
